Message occurs if the ecu senses afm voltage outside a set of parameters, it registers as a malfunction and substitutes the tps for the afm. The 2400rpm limit is to notify the driver it is now running in 'afm fail safe mode'.

Cancellation of fail safe mode occurs when the ignition is turned off. So your scenario of the afm losing connection for a second or two, would put the car into 'afm limp mode' only temporarily.
